If the tab strip is not function then it is because you are probably running the project using the Visual Studio Development Server instead of IIS.
This can be changed by selecting the properties of the web project and choosing the Web tab.

Under the Servers section select the radio button for Use Local IIS Web Server and make sure the Project URL is pointing to the correct location.
