I was having same problem with Visual Studio 2008 (Sever Explorer not showing up)
Open up Visual Studio Command Prompt (Start > Microsoft Visual Studio 2008 > Visual Studio Tools > Visual Studio 2008 Command Prompt)
Type in the command prompt: devenv /setup
Important - Be sure to close all the running instanse of Visual Studio and then run the devenv /setup
